Policy Planning & Policy Advocacy

trainingPolicy Planning was begun with Livestock Sector Review and Policy Development Process under SDC-IC-CALPI Programme in Chhattisgarh state. The policy development initiative focused on Capacity Development in Human and Institutional Development by Training and Exposure with particular emphasis on key stakeholders who are participants in the Sector Review and Policy Development process. The assignment (2006-09) aimed at producing Sector study/ Situation analysis of the Livestock Sector in Chhattisgarh and Development of a Perspective Livestock Development plan along with the new Policy Document.

CARD was also a part of a network initiated by IWMI, in collaboration with the Food and Agriculture Organization (FAO), International Development Enterprises (IDE), the International Food Policy Research Institute (IFPRI), the Stockholm Environment Institute (SEI), CH2M HILL, and several national and regional partners in implementing a three-year project on Agricultural Water Management Solutions (AWM Solutions) funded by the Bill and Melinda Gates Foundation (2010-13). The project aimed to unlock the potential of small-scale agriculture to reduce poverty and hunger by assessing the feasibility and potential impacts of smallholder agricultural water management interventions in sub-Saharan Africa and South Asia and identify and promote promising investments in agricultural water management. It is the beginning of a year full of people’s events, brain storming exercises, sharing platforms for intellectuals and traditional knowledge holders, farmer’s rallies, exposures, etc. The regional workshops have already been planned for Indore, Jabalpur and Gwalior. CARD promoted networking of government functionaries and local CBOs for the success of the movement for water conservation.

trainingWise water management is one ideal solution for government buildings, especially the tribal residential schools located in remote regions that are struggling to ensure availability of adequate water throughout the year from conventional water supply systems to meet their various needs. UNICEF in collaboration with PHED, NEERI and Tribal Welfare

Department has come up with an innovative solution to improve this situation. Wise Water Management offers such solutions. CARD has proposed for enhancing the capacity of partner NGOs to develop and be engaged by the Government as local resource agencies in future in the field of Wise Water Management. They will assist relevant stakeholders (schools, surrounding communities and governmental institutions from all levels) in all WWM related aspects and create public awareness towards this simple cost effective system for solving the perennial water problem in the boarding schools. The network would advocate for administrative and policy level changes.

CARD has been addressing the issue of Governance under the Poorest Areas Civil Societies Initiative of PACS (DFID) in a selected village cluster in eastern region (2003-08). The organization is committed to empower the local communities in accessing the development programmes of the Government.
